Limit on lead content in children products issued by CPSC of U.S.

1000ppm Limit Requirement came into effect on August 14  

It’s reported on July 15, 2011 that CPSC, with the3-2 final vote, has passed a new resolution under a good reason, which stipulated that lead content in children products that manufactured and marketed in US markets should comply with 100ppm limit requirement. The new limit requirement on total lead content was worked out according to The Consumer Product Safety Improvement Act (CPSIA), and it shall take effect on manufacturers, importers, retailers and distributors of children products since August 14, 2011.

The US Congress made strict standards for lead content in products suitable for children or mainly for 12-year-old or younger children according to CPSIA. Lead, a kind of heavy metal detrimental to children, has certain links to the decrease of learning abilities, hearing loss, and cerebral lesion for children, and some damages can be fatal.
  
The US Congress has been dedicated to demanding for lowering the level of lead content in children products for as long as 3 years. CPSC formulated that the prohibitive content should be 600ppm on February 10, 2009, and it dropped to 300ppm on August 14, 2009. Finally, lead content was confined to 100ppm, unless the committee regards this figure is lack of technical infeasibility.
  Later on, manufacturers found out the technical requirements which can make the lead content limit lower than 100ppm in the process of production. Besides, staff of CPSC also found that lead content in many products reached the prohibitive content of 100ppm after testing products in the market.

The new 100ppm lead content limit is not applicable to untouchable parts of children products and some special components of electronic equipments for children, such as electrical connectors, plugs (including headset plugs), etc.

In addition, the requirements of the lead content in children products are different from the counterparts of paint or surface coating formulated by the Congress. Lead content in paint or surface coating materials is confined to 90ppm, which came into effect on August 14, 2009. Meanwhile, mandatory third-party testing on external paint or coating of children products is required.

According to related requirements, manufacturers, importers, retailers and distributors of children products should abide by the lead content limit, namely100ppm since August 14, 2011. However, before December 31, 2011, third-party testing on total lead content (except children jewelries) shall not be implemented by CPSC.
